Under the programme, a reduced rate of taxation will be applied to electricity directly provided to vessels, other than private pleasure crafts. The scheme covers electricity for the use of vessels while in port and for charging batteries as a power of propulsion. The reduced tax rate is meant to give an economic incentive to use electricity instead of fuel. The measure should therefore reduce emission of CO2 in general and in particular reduce air pollution in port cities or areas as well as in narrow Norwegian fjords. The Norwegian authorities have notified the measure for a duration of 10 years, starting from 1 January 2017. The annual budget of the scheme is NOK 2 million with plans for gradual increases as the project gains traction.
